CRUCIAL RULES

Rulebook on the Operation of Klirinski interbankarski sistemi AD Skopje Clearing House (The Rulebook) defines the rules under which KIBS provides its services, regulates the conditions for membership joining/dropping out, protection of information, time of execution of services, compensation for the service provided, and rules on telecommunication access.
2. Security Policy of the information system
The Security Policy of the information system sets the fundamental goals and principles for establishing a security management information system, compliant with the requirements of the standards.
3. Quality Policy
With the Quality policy KIBS puts an accent to the importance of efficient and reliable clearing of small interbank payments, fulfilment of its obligations and partner relationship to any participants in the services for participation in the maintenance and development of the interbank system while providing a high level of reliability and safety.
4. Rulebook on Technical and Organisational Measures for Ensuring Secrecy and Protection of Personal Data in KIBS
The Rulebook on Technical and Organisational Measures for Ensuring Secrecy and Protection of Personal Data in KIBS assigns technical and organisational measures for ensuring secrecy and protection of personal data processing applied by the controller, i.e. processor of a collection of personal data.
By its activity and subject of operation, KIBS is a controller and processor of a collection of personal data in line with the Law on Personal Data Protection.
5. KIBS ACCESS
Telecommunication connection of KIBS members is made through:
- Telecommunication network the administrator of which is KIBS (KIBS-FiNET); Dial-up connection;
- Internet;
- Other networks.
KIBS-FiNET is a telecommunication network of a closed group of users for exchanging data with KIBS, leased from telecom operators.
The administrator of the network is KIBS-FiNET, which:
- Defines and maintains the address structure of the net;
- Mediates with conclusion of agreement for a corresponding service level between the participants and users and telecom operator/operators;
- Makes assessment of the preparedness of the participants and users for connecting to KIBS-FiNET.
Based on the Maintenance Contract signed individually with every member, KIBS as the administrator of KIBS-FiNET may configure and monitor with the members the operation of the equipment interfaced to KIBS-FiNET. Protection of the network on the side of the members is the responsibility of a respective member.
The administrator of KIBS-FiNET may make change of technical conditions for the operation of the network for which it is obliged to notify the members not later than 3 months before the change enters into force.
Open-access services are organised and executed via Internet.
When providing services with a limited access, communication has protection mechanisms incorporated and an authorised access by the user, who logs in using the electronic certificate.

Preparatory work for an International Conference of Clearing Institutions in Central and East Europe (ICCI) organised by KIBS
During 2011
Direct Debit Scheme Implementing Project under the rules of the Single European Payment Area (SEPA) is continuing.
In February 2010
a recertification inspection of the quality management system ISO 9001:2008 was made and the quality certificate issued in 2007 was retained.
In January 2011
supervision of KIBS operations by the National Bank of the Republic of Macedonia resulted in a positive report
16th ICCI
The 16th ICCI will be held in Ohrid, Republic of Macedonia. The working part of the conference will take place on October 13 and 14, 2011.
The topics of this year’s 16th ICCI Conference will primarily concern the new technologies and the new financial products being introduced in the payments systems with this
Preliminary Agenda.
