KIBS BLOCKAGES
Pursuant to the Law on Payment Transactions, if the transaction account of a participant in payment operations has insufficient funds for enforcement of a decision, the carrier of payment operations managing the transaction account blocks the account and notifies carriers of payment operations to block the accounts managed for the same participant in order to prevent payment transactions thereof. Notification is executed via the KIBS BLOCKAGES service operated by KIBS.
The grounds for blocking one’s transaction account may be a court decision, a decision by a competent authority (Public Revenue Office, Customs Administration of the Republic of Macedonia, Ministry of Finance, local self-government bodies, Water Management Fund) or an enforcement order by a debt collecting agent.
Payment transaction operators are the participants in the KIBS BLOCKAGES service.
The process of KIBS BLOCKAGES service entails to the receipt of information on a blocked/deblocked transaction account by the payment transaction operator delivered to all carriers of payment operations the very moment of the blockage notification.
All carriers of payment operations are the users of KIBS BLOCKAGES service.

Preparatory work for an International Conference of Clearing Institutions in Central and East Europe (ICCI) organised by KIBS
During 2011
Direct Debit Scheme Implementing Project under the rules of the Single European Payment Area (SEPA) is continuing.
In February 2010
a recertification inspection of the quality management system ISO 9001:2008 was made and the quality certificate issued in 2007 was retained.
In January 2011
supervision of KIBS operations by the National Bank of the Republic of Macedonia resulted in a positive report
16th ICCI
The 16th ICCI will be held in Ohrid, Republic of Macedonia. The working part of the conference will take place on October 13 and 14, 2011.
The topics of this year’s 16th ICCI Conference will primarily concern the new technologies and the new financial products being introduced in the payments systems with this
Preliminary Agenda.
